This phase transforms the acquired vessel into a specialized cleanup and recycling hub. Funding will cover installing advanced plastic collection systems, the pyrolysis reactor, and other necessary equipment. Retrofitting also includes structural upgrades to improve safety, efficiency, and environmental compliance.
